Should investigator have used other types of documentation

Case scenario: A child maltreatment investigator was called to a home to investigate allegations of child physical neglect. The investigator took notes about the trash and clutter all over the floor in the home including in the children's bedrooms; the lack of running water and electricity; and the only toilet in the home which appeared inoperable.

Questions: Should the investigator have used other types of documentation to document the crime scene, and should the investigator have documented anything else? If so, what types of documentation and what evidence should have been documented with each type of documentation?
