Use evidence from the readings and course materials to substantiate your arguments. Incorporate critical thinking by interpreting and evaluating different points of view, and present thoughtful, analytical arguments.

This assignment requires you to apply concepts and theories from international relations (IR) to address a contemporary policy problem facing an indigenous culture. Choose an indigenous group that interests you and for which you can find sufficient information-some examples; Kawahiva ,Korubo of Amazon, Acoma people of New Mexico; Israel's Arab Bedouin; the San of Botswana , Himba and Nama in Namibia; Batwa of Uganda, Lenca of Honduras, Inuits, the Maori of Aotearoa/ New Zealand; the Sa´pmi of northern Scandinavian peninsula, etc.) The goal is to craft a short policy memo that clearly communicates your analysis and recommendations to a policymaker. The policymaker may not be familiar with IR theory, so your writing should be accessible and grounded in practical application. Your policy memo should be organized into the following sections: Summary, Background, Analysis, Evidence, Recommendation Introduction to the Problem (What, Where, Why, When, Who): o Provide a brief overview of the indigenous group you have chosen, why you have chosen it, including the current problem they are facing. Ensure you cover the basic details: What the issue is, where it is occurring, why it is significant, when it became prominent, and who is affected. Brief Discussion of Current Policy: o Summarize existing policies that affect the indigenous group. This may include local, national, or international policies, treaties, and agreements that are currently in place. Explanation of Indigenous Culture: o Provide a brief history of the indigenous group, including their geographical location, economic and political status, access to natural resources, and cultural characteristics. Discuss their values, traditions, way of life, and how isolation may have shaped their culture. Impact of Interactions and Current Challenges: o Describe the impact of interactions with dominant sovereignties or other groups. Include any challenges the indigenous group currently faces, such as economic, environmental, or political pressures. Mention any relevant treaties and how these affect their self-determination. Globalization and Cultural Preservation: o Analyze how globalization affects the indigenous group and how they are responding to these pressures. Discuss strategies that could be employed to protect their cultural identity and preserve their way of life. Recommendation for Protection:/Proposed Solution: o Provide recommendations on how to effectively protect the indigenous culture from losing its identity. Reflect on how your knowledge as an IR student can contribute to this issue on a global scale. o Offer your solution to the problem, ensuring you incorporate IR concepts and theories learned in class. Your solution should be clear and concise, aimed at a policymaker who may not have a deep understanding of IR theories. Focus on practical recommendations that are informed by the theories without explicitly naming them (e.g., rather than saying "Realism suggests X," explain the idea in simpler terms). IR Theory Perspective: o Conclude by identifying which IR theory (or theories) you would use to advocate for the rights of indigenous peoples in the international arena and explain why this perspective is suitable. What have you learned?

Role Play
You are the prime minister of Italy, which has a shrinking population due to a low birth rate. Each year thousands of migrants attempt to enter Italy from northern Africa by crossing the Mediterranean. Many of those who survive the journey seek to continue onward from Italy to other parts of Europe. Political parties that have gained control of governments of Austria, Germany, Slovenia, and Spain have stated that they will work toward invoking Article 7 of the Treaty on European Union against Italy if it does not stop the flow of migrants across its borders. Italian national elections will occur in six months. If your political party wins the majority of seats in Italy's parliament, you will achieve your goal of serving another term as prime minister.
