Problem: The Page Act prohibited the immigration of Chinese women to the US "immoral purposes," i.e.: sex work. This law effectively prohibited the entry of Chinese women to the US, because there was no way to prove that they were not intending to be sex workers. The law implied that all immigrant women were potentially "immoral."
