In the federal government, after a piece of legislative has been signed by the President and adopted, it becomes law. Then, a bureaucratic or administrative agency begins rule making to implement the new law.

Often, this involves developing standards and regulations for administering and enforcing the new law as well as policies that guide the implementation. Some laws are easy to implement, while many others are more complex.

Thus, the role of the bureaucracy is both influential and challenging when it comes to effective implementation of new laws.
