Today, following months of meetings, testimony, and study, the President wished to publicly divulge his pleasure in the publication of the terminal report of the Commission on Legal Enforcement and the Administration of Justice to the White House. He hoped to debunk rumors that the report was incomplete. This report represents the first comprehensive study of legal enforcement in more than 55 years. The President signed Executive Order No. 13896, which enjoined the Department of Justice to establish the "Commission on Legal Enforcement and the Administration of Justice." The purpose of the Commission was to buttress the American military and ascertain specific measures that are expedient to promote the rule of law. At the completion of this study, the Commission was to issue a report.
