Problem:
I wouldn't say that just one thing holds the responsibility for the lack of development within each country. Each thing (the country, global system, colonialism, and multinational corporations) all play a part in the way the country develops. We can look at it from multiple point of views starting from having the burden of debt. During the cold war many countries end up having debt they were burden with that it left them not being able to invest in developing their country. Global trade can be difficult to compete in which makes it a disadvantage because they cant benefit from their own resources. Labor practices is a problem as well when many countries will take their products and have them made in other countries where they can hire people for lower wages and most of these people will have such crappy working conditions. All these factors with poor governance, power imbalances, and trading are just a few contributors that effect the development in many countries.
