The paper for this unit should address the following issues and questions:
1. The article "It's Nothing Personal" (under Readings on Blackboard) and the Congress and Its Members text both discuss the advantages of incumbency. Drawing on these readings, explain the many advantages that incumbents possess. Despite these considerable advantages, challengers can be competitive and, as "It's Nothing Personal" points out, incumbency advantage is decreasing in recent years. What factors are needed for a challenger to successfully unseat an incumbent?
2. In 2010, the Supreme Court decided the case of Citizens United v. FEC (2010). Using the article "Citizens United Explained," and especially the article "Citizens United and Its Critics" (both under Readings on Blackboard), briefly explain the Court's decision. (You may also find the Congress and Its Members text useful for understanding the case.) Then examine and discuss the competing perspectives on the case. Do you agree with the Court's decision or not?
3. Representation is considered to be one of the central functions of Congress. However, it is much more complex that we often think. Using chapter 5 in Congress and Its Members, define and explain the three main types of representation (substantive, descriptive, and collective) and give examples of each. While they do overlap in some ways, which is the most important, and why? Explain your arguments using real-world examples where possible.
