Record keeping requirements of the federal government

Question: The regulatory rules and record keeping requirements of the federal government have created a large number of records in the government's possession. These are subject to the Freedom of Information Act (FOIA), and many of the records in the government's possession must be made available to the public. Are there limits to this obligation (i.e., are there certain records the government can refuse to release to the public)? What policy objective(s) does that address?
