Rate effectiveness of rooney rule in enhancing diversity

Tthough there is great diversity among players, following 2008 annual diversity research performed by University of Central Florida's Diversity Institute, NFL got B+ for racial diversity. Having faced criticism in past for not considering minority candidates for coaching jobs, NFL initiated "Rooney Rule." Rule, executed in 2002, needs teams to interview at least one minority candidate per head coaching vacancy. Entering into 2008 season, NFL had six African American coaches and five African American general managers, similar to 2007 season. Four new head coaches were hired for 2008 season, all of whom were white. Though, following continuous requests from different organizations, NFL has extended "Rooney Rule" to senior operations positions effective June 2009. Though NFL is taking certain measure to improve its diversity standing, its initiatives are still query by many parties.
