Q. Design evacuation systems for plant?
The plant will have designated Muster areas where personnel can go during an emergency and be accounted for and from which they can then be instructed to evacuate the plant.
The main escape routes from process areas will be the alleys under pipe racks and roads separating the process units.
Escape routes from multi-storey process units shall be by stairs. Ladders may be accepted as escape routes where it is clearly not practicable to install stairs. Two independent paths of escape should be provided wherever possible. See the Appendices for minimum escape route dimensions.
Stairways with a change in direction of 180 degrees will incorporate minimum clear landing width of 1.5 m (5 ft.) to allow for safe maneuvering of stretchers.
The requirements relating to safe evacuation will be met by using a combination of means of evacuation according to current practice (e.g. vehicle transport, foot).
The number, size and location of evacuation systems need to be established based on facility manning, risk exposure analyses and emergency preparedness analysis.
