Problem:

The Community Service Block grant (CSBG) provides federal funding to community action agencies and various other programs that address poverty at state and local levels (New York City Department of Youth and Community Development, n.d.). In New York the CSBG provides funding to the Department of Youth and Community Development (DYCD). The Department of Youth and Community Development (DYCD) uses some of the federally provided funding to invests in community-based organizations to combat poverty and create opportunities for New Yorkers. DYCD funds a diverse array of high-quality programs aimed at supporting youth and their families, including afterschool initiatives, community centers, discretionary contracts, fatherhood and family support programs, immigrant and literacy services, neighborhood development, and resources for runaway and homeless youth, as well as youth workforce development (New York City Department of Youth and Community Development, n.d.). The vertical relationship between federal, state, and local governments facilitates effective collaboration and support in addressing social and economic challenges. Federal funding from the Community Block Grant Program provided to DYCD enables local governments to implement programs that cater to the specific needs of their communities.
