Problem
Choose a local problem in your community that you wish to report formally on. The mayor and the local council should read your report since they have the authority to act on it. Make a step-by-step research plan after defining the context in which your report will be used. Provide the most detailed and accurate explanation of your information-gathering strategy you can. (A list of possible topics for such a report may be found under the heading "Collaborative Project: Problems in the Community" at the end of this chapter. Choose a topic from the list or think up your own.)
