Problem:
If I were head of state, I would label as abnormal anything that could do harm to the bodily or mental well-being of other people or animals. The only American policies I can judge on a case-by-case basis are those pertaining to drug and alcohol usage. The rules themselves would remain in existence even if I were to lessen the harshness of some of the consequences for these crimes since they are crucial to guaranteeing societal stability. Whenever there is reason to suspect a breach of laws or norms that one person may find obvious, but another may not, I believe a medical evaluation is needed. I think people will feel liberated, comfortable, and inclined to comply with the law if there are fair trials and a consistent body of legislation created by an honest lawyer.
