Problem: The Rental Housing Recovery Act, also known as the AB-832, was passed in 2020 amidst the Covid-19 pandemic and the recession. This bill allowed tenants to keep their homes if they could not keep up with rent. Because of all of the events that caused financial distress so their rental payments were waived for a couple of months. However, this also allowed landlords to take their tenants to small claims court for the rent that was not paid. This bill does not seem very beneficial to the tenants because even though they could still forgo their rent there is still the possibility of them being used which is another cost on its own.
