The Government Accountability Office (GAO) is an independent, non-partisan agency that provides fact-based information and studies to improve government and save billions of dollars in taxes. In 2015, the GAO analyzed flood insurance and the implementation of the Biggert-Waters Act, which aimed to extend the National Flood Insurance Program (NFIP) and improve financial stability. The GAO found that the implementation of the NFIP was almost completely done, but data and financial challenges were impeding solutions. The Cato Institute, a libertarian think tank, suggested removing disaster relief and preparedness from FEMA and disbanding the NFIP to the private sector. The Center for Progress Reform, a liberal non-profit research and policy organization, argued that environmental awareness and protection could help mitigate costs for disaster relief.
All three reports found different ways to look at the situation, with the GAO considering the actual implementation of the policy and the progress of the process.
