The USA PATRIOT Act was passed in 2001 in response to the 9/11 terrorist attacks. It was passed almost unanimously in the senate and with a large majority in the house. The intention behind the bill was to equip law enforcement with the tools necessary to combat modern terrorism. One of the changes this bill implemented was breaking down some of the barriers of communication between law enforcement and intelligence agencies. Classical law enforcement was simply not enough to detect and foil complex terrorism plots and networks, requiring the assistance of higher-echelon intelligence work. Thus, the USA PATRIOT Act allowed for more cooperation between local law enforcement and intelligence agencies. Another significant contribution of this act was to grant more authority to law enforcement and federal agents when it came to terrorism. Previous to the act, law enforcement could only get a surveillance warrant for some terrorist crime, but the act allowed for a wider coverage of crimes. The act allows for a delayed notice of an executed search warrant, so as not to tip-off the terrorists. As had been the case previously with other types of crime, the act permitted law enforcement to obtain business records if they believed they could provide information on terrorist attacks.
