Problem regarding law to reflect population shifts


Problem: In the last 100 years, the difference between large and small states has grown in a way the Founders could never have anticipated. Currently the smallest state, Wyoming has a population of 578,000 and the largest. California has 39.24 million people (roughly 79 times the population of Wyoming). Because of this, a voter in smaller states has slightly more voting power than a voter in a larger state. Is this setup fair or should the US change our law to reflect population shifts over the last 100 years?
