In your patrol area, there are also several pawn shops and the majority of them are located along Tranquille Road. The owners of these shops have traditionally been willing to collaborate with police. Over the past 12 months, however, there has been increasing tension between police and the pawnshop owners due to an increased volume of stolen property being found in the shops. The police are upset because they feel the owners are aiding criminal behaviour (either willingly or unwillingly), and the pawnshop owners are upset because they feel they are being unfairly targeted by the police. The particular are of the city where these shops are located has experienced an increase in a more transient type of population and the majority of pawnshop owners do not have a formal policy related to receiving/selling goods. As a junior constable who wants to make a difference in the area where you're working, you want to do something to try and address this issue and you remember your training regarding problem solving.
