Problem on stock sale and purchasing agreement


Problem:

We sold our business, Stride Transportation Inc., to our partner. We submitted the stock sale and purchasing agreement to the SBA. I called and verified that the SBA has the sale and purchase agreement. At the time, we had called to confirm to the SBA, they said everything was transferred to the partner, Carlos P. Hulse. Now when im calling the SBA, they are claiming that the transfer did not go through and we did not submit an assumption application, which at the time they did not ask for when the transfer was taking place. There's a past due balance of 32k plus owed to the SBA, but the business was sold to Carlos P. Hulse. I have no ownership in the company and I should not be responsible for the miscommunication we had regarding the assumption. I have no funds or business to pay back the loan. This is an issue with Carlos P. Hulse. How to say this in a more professional manner?
