The primary principle for sex offender registration and community notification is protect the public, specifically this is intended for vulnerable populations such as children. The measures in which are taken serve as a check for offenders, which also serves in reducing any likelihood of reoffending by increasing the risk of being caught and punished for the re-offense. Multiple studies and statistics indicate that sex offenders have one of the higher rates compared to other types of criminals. The textbook "Criminal Evidence: Principles and Cases" states on page 274, "the population of imprisoned sex offenders increased at a faster rate than for any other category of violent crime." The impact that these offenders leave on their victims is also something that is deeply taken into consideration. On page 274 it again states, "(The) victims of sexual assault are most often juveniles. (N)early 4 in 10 violent sex offenders said their victims were 12 or younger." Ensuring that the offenders are monitored for their behaviors can provide almost a sense of security to victims while they cope with the profound and lasting impacts of their trauma. In a way, it also provides justice for the victims of these crimes. It is a way of acknowledging the severity of the crime in which they were a victim of, as well as acknowledging its long-term effects on the children who are still developing and haven't yet gotten to the level of maturity to regulate their coping skills or understand themselves the severity of the crime.
