In the film "Through the Blue Lens" we have seen that the individuals struggling with homelessness and addiction in Vancouver, Canada. According to Life course theorists, the longer a person gets involved in crime, most they experience traumatic events early on that is clearly seen in the film. For instance, one victim shares her tragic childhood event that engaged her to the drugs and homelessness. She was abused by an old man to do drugs at the age of 15 and latter on she was completely addicted to them. This suggests that the early trauma plays a significant role in shaping their life and ultimately impacted their homelessness. Moreover, victims's lifestyle and choices further contribute their homelessness. The lack of access to housing, coupled with harsh reality of drug addiction, leads them trapped in a cycle of perpetuates and homelessness. Also in the film, many victims had seen battling the addiction but their immediate need for drugs overwhelmed their efforts.
While passing laws that prohibit and criminalise drugs or enacting legislation like Safe Street Act may have some deterrent effects on certain individuals but is ineffective against the participants in the film who are struggling with drug abuse and homelessness. Deterrence theory explains that individuals weigh the cost and the benefits of their actions before engaging in criminal behaviour. The film's participants need to satisfy their drug addiction override the fear of legal consequences. Safe Streets Act may create a deterrent effect for some individuals, it might not be as effective for those deeply entrenched in addiction and homelessness. In conclusion, while laws and legislation may have some impact on deterring certain types of crime, such as drug use, they might not be sufficient to address the complexities faced by the film's participants. An inclusive approach that relates deterrence with social support, addiction treatment, and addressing underlying issues is essential to make meaningful difference in their life.
