Problem: By indicating that non-governmental organizations are independent, and offer voluntary aid, shows that NGOs are not supposed to be left all the burden of responding to emergencies. Although NGOs are dependent on input from the community, they need to take enough responsibility to supply aid to disaster-stricken areas (Hidayat, & Egbu, 2010).However, the provision of aid should not be because federal agencies have failed to support these communities (Maskrey, 2011).
