Problem: A college scholarship given to a student based on need will almost certainly go to a student from a low-income family. This student may not have had enough access to educational resources to be considered for the ability scholarship, but that does not necessitate that they are not intelligent enough to graduate from college and enter a high social class than that of their family. Because need-based scholarships will go to children from lower-income families, they are more likely to change the distribution of income so that more people enter the middle or upper classes. It should be noted that some recipients of need-based scholarships may lack other resources to succeed academically, such as family support or a strong academic foundation, and may have more difficulty graduating college than others.
