Problem based on economy and liberalizing society

Problem: The Soviet Union was under an adequate amount of pressure with the United States trying to match their massive military spending. Simultaneously the communist regimes in central Europa and the Soviet Union became noticeable to requiring reforms. The policies that the new Soviet leader, Mikhail S. Gorbachev imposed "represented an effort to address these massive economic challenged, but they also unleashed a tidal wave of revolution that brough down communist governments" (Benjamin P.846). With communism unfolding throughout Europe, Gorbachev was trying to save the Soviet Union by rearranging the economy and liberalizing society. With the collapse of the Soviet Union the U.S. seen the opportunity to become the only superpowered country in the world. In 1992 a Cold War policy was written to advocate the actions of the use of military force to prevent the reemergence of another superpowered country. The Cold War policy alarmed Russia inviting former Soviet satellite states of Hungary, Poland, and the Czech Republic to join NATO.
