Question: Provincial 'voice' in the passage of the Privatisation of National State Asset Bill: (a) Since a majority of the nine provinces are against the Bill it is unlikely to be passed into law. (b) If the Bill is processed under s 75, then the Bill cannot become law unless a majority of individual members of the NCOP support it. (c) If the Bill is processed under s 76, then five of the nine provinces must support the Bill before it can be past, with each delegation casting one vote.
