In addition to taxes and budgeting one major role that public administrators must fulfil is prioritizing public services and infrastructure upkeep and revitalization projects. These projects are what is known as a capital project and the program that funds capital projects are known as capital investment programs (Lee et al., 2021 pg. 408).

While capital projects and capital investment programs are run at all levels of government, federal, state and local, the federal government's approach differs from that of the state and local level in several areas. The main area of differentiation is that of scope and scale. State and local governments invest a much larger portion of their respective budgets into this process and often have to borrow to have them funded. In contrast, these projects are a much smaller portion of the federal budget (Lee et al., 2021 pg. 420).

The city of New York, being prone to flooding, is currently in the process of renovating its infrastructure to mitigate the effects of flooding. This is a prime example of a local government conducting a cost-benefit and cost-effective analysis to dedicate funds to a capital project (Lee et al., 2021 pg. 407). The cost of the project was determined be less than the cost of flood damage and flood related injuries and deaths. As such the $2.8 billion project was approved (Stewart, 2024).
