Problem:

Accord to the Hoover text, "(to) be effective, any crime control strategy must be: (1) contemplative, (2) proactive, (3) planned, (4) monitored, and (5) continuously modified." One of the primary complaints from minority community members is quite often they feel "overpoliced" or even, "under occupation." A generally effective crime strategy is saturating areas where high levels of crime are reported. Police executives respond to these accusations that there is an inherent anti-police bias, especially among people of color (POC) toward their police agencies, and they state that the anti-police voices heard are from advocates, many of them do not live in the neighborhood or community affected by the high saturation of police officers and that victims of crime in those neighborhoods do not have a loud voice in contrast to advocates.
