Prepare local communities, rapidly respond to crises

In this week's readings, the Department of Homeland Security (DHS) operates on the premise that preparedness is a shared responsibility among the public and private sectors.  This is the only way to really prepare local communities, rapidly respond to crises, and effectively support recovery.

To accomplish this national goal, DHS focuses on four priorities - build a national culture of preparedness, respond during incidents, support outcome-driven community recovery, and train and exercise community responders.

As a state-level Director of Homeland Security and Emergency Management in the Department of Public Safety, which of the four DHS priorities would you implement first in leading and coordinating preparedness efforts among different levels of public and private sector stakeholders in your state.
