Problem: Looked at the MONUSCO mandate for peacekeeping with explicit reference to the R2P and PoC was so evident. I think it is interesting to explore why the FIB came about - as a strong stance against the failures of the past which resulted in mass genocide on more than one occasion. Although the inclusion of the FIB challenges the traditional peacekeeping model, do you think it is necessary in missions such as MONUSCO? Do you think that a force could be tasked with a different primary role to support a crisis response and have the secondary role of a military-like response to lessen the debate and concerns around impartiality and neutrality?
