Patronage system of securing jobs in the public sector

Question: Over 100 years ago, a number of laws were passed to ensure that the patronage system of securing jobs in the public sector was ended and replaced with the merit based system. The current Republican candidate for President (former President Trump) has been vocal in his support for returning to a type of patronage system, particularly in the departments of defense and justice. He argues that people loyal to the ideals of the executive would be better suited in the various federal administrative functions. Are they correct? Why or why not?
