The agenda funnel is identified as a framework that outlines the roles and challenges decision makers have to take on or face when considering specific reforms (Jansson, 2018). According to Jansson (2018) there are two winnow processes within this framework. In the first, the top of the funnel illustrates the process policy practitioners utilize to sift through a multitude of issues that could be taken into consideration. Also, at the top is context and diagnosing, where the context of the problem is identified and diagnosed. The second level of the funnel is where policy practitioners take on the role of softening or moderating the context of an issue. Softening and moderating may take place if the provided context could be perceived negatively by the public. At the bottom level, policy practitioners take on the activating role, which consists of policy makers identifying a specific issue, pulling it into the funnel and getting it placed on the agenda for deliberation. Once placed on the decision agenda, issues go through a second winnowing process where they "enter policy deliberations wherein it is waylaid, defeated, or enacted" (Jansson, 2018).
