Company Z is a manufacturing company that, among other things, produces an industrial cleaning product for resale. In the production of this product certain waste by-products are created that must be treated prior to being disposed of into the public waste system. Part of this treatment requires that the waste be run through a special filter created for cleansing such waste. These filters are very expensive and a new VP at Company Z wants to impress her boss by cutting overhead so, over her department manager's objections, she begins using much cheaper filters that do not meet the regulatory requirement.
As a result, contaminated waste is discharged into the public waste system by Company Z and the discharged waste subsequently finds its way into a local lake in a public park. This action creates a public hazard.
