Problem1. The Police Force plans to introduce a point-based driving licence in Mauritius. The law has been amended for drivers to lose points for driving offences and below a certain level; they no longer have the right to drive. In this context, a Driving Licence Counterpart (DLC) has been introduced as an annexure to the Driving Licence. It contains a manual record of the number of points deducted for offences committed by the drivers. Drivers are supposed to have a copy of the DLC at all times with them and they should produce the original in court in case of an offence.
Question1. What would be the objective of introducing a point-based driving licence?
Question2. Why do you think that a DLC has been introduced as well?
Question3. Draft an innovative plan to distribute a DLC to about 600,000 drivers spread throughout Mauritius. It should include the WBS, WBS dictionary and the schedule to all these drivers.
Question4. The police department distributed DLCs through police stations and issued a communiqué asking all drivers to go and fetch their DLC at any of the earmarked police stations. After 3 months, almost a third of the drivers had not obeyed the request. How would you tackle this problem?
Question5. Outline a solution which would encompass a point-based driving licence without the need for a DLC and which would still meet all the objectives of the DLC.
