First and foremost, the CIO must develop goals that are easy to understand, are value-added, qualitative, and quantitative, and are in line with the company's business model and goals. Additionally, these goals should be able to be integrated into the operational and strategic planning processes (Government Accountability Office (GAO), 2016). Planning is paramount to the success of any initiative. Whether it is a family vacation, investment opportunities, or even retirement. The amount of effort put into planning for success greatly improves the chances of meeting that goal.

IT Roadmaps are an excellent way for a CIO to complement their strategic plan for the organization. An IT Roadmap is a visual representation of the path it takes for a company to reach its intended goals or objectives (CIO WIKI, 2018). As stated above, each employee must understand the goals and the company must have a way to gauge the overall success and effectiveness. It is equally important for the CIO, Functional Level Managers (FLMs), CEOs, Project Managers, and other stakeholders to understand how their roles and responsibilities fit into the roadmaps. Examples of IT Roadmaps include but are not limited to IT Strategy, Technology, Application, Infrastructure, and Security (CIO WIKI, 2018). Each one has its own aspects and timelines, and each can be assigned to different functional areas or employees within the company.

Lastly, the CIO must include methods that can be utilized to objectively and realistically measure the IT capability associated with the Strategic Plan and Roadmaps. I think a great way to do this is possible daily or weekly standup meetings. I have been fortunate to participate in Scrum meetings where the Scrum Master, along with the Developers, Product Owners, Quality Assurance, and Information Assurance stakeholders all discuss current tasks and roadblocks. In addition, they discuss the timeline and spread load the work based on their team working agreement. This is highly effective, measurable, and complements the overall Strategic Plan of the CIO.
