Make a list of the audiences you're trying to reach. Some things to think about include:

- Their current level of engagement and support for a topic or issue (awareness, acceptance, adoption, advocacy)
- The best communication channels to reach them
- Other considerations (competing messages, identifying key influencers, level of readiness, location)
