Assume the government has decided to install a missile system designed to provide a second strike capability with 100 missiles. It is now considering whether to increase the number to 110. Assume you are on the congressional committee that must approve the increased expenditure. List some of the questions you might ask to ascertain whether the increased expenditures are desirable.
