One piece of legislation that aims at protecting minors from abusive and pornographic content on the internet is the Children's Internet Protection Act. Under CIPA, schools and libraries must block or filter access to pictures that are considered obscene, pornographic, or harmful. Schools must also monitor online activities of minors and provide education to minors on appropriate behavior online

By preventing kids from experiencing and accessing the unfiltered web, it does not give them the chance to learn skills that are necessary to navigate through sketchy websites, such as common sense and precaution when using the web.

Other weakness that it faces is that filtering blocks access to content for any user, regardless of age, which is a fairly impractical approach to restrict content, since filters would also block access to adult users, who have the right to view such content.
