The committee is sponsoring this day of briefings and outreach for government employees and interested members of the general public. Since this is a formal setting, you must write the briefing statement as if you were delivering your briefing word-for-word from the prepared statement. (Think "speech" and you will be on the right path.) Since you are a "scholar" it would be more appropriate for you to stick to the facts and, if you need an opinion, paraphrase from or quote authorities in the field. You may include your own personal-opinion, but in a limited manner.
The topic of your briefing is: Security Issues Arising from OPEN Data Initiatives for Federal and State Governments. In your briefing statement you must:
Identify and discuss 3 or more specific types of OPEN Data (visit data.gov for examples of data sets available from the federal government).
Identify and discuss 3 or more security issues which could arise from the collection and distribution of OPEN data.
Recommend at least 3 safeguards or counter measures which should be required of federal and state agencies engaged in OPEN data initiatives.
