What is the overt/ covert meaning of "wardrobe Malfunction"? Is "wardrobe malfunction" a euphemism for something (how to you assess this?)

I feel like this article argues that there is a gendered/sexist double standard at play when we discuss this wardrobe malfunction but I can't figure out what it is.  Could you help?
