I would find something to talk about within that context -- like drug treatment programs, types of therapies, outcomes related to treatment services rendered in prison (e.g., recidivism). You do not have to do that specifically, but it has to be a little more specific that just general mental health issues. Pick a couple of specific things to talk about.
I would be careful about the death penalty question, because the way you have it stated now seems more like its geared towards an opinion paper. Remember, the paper is research-based, and must have relevance to both psychology and the law. As it stands now, that is more law-based without any psychological component.
