Is it better overall for latinos to organize

Problem: Is it better overall for Latinos to organize and be viewed as one big powerful constituency in order to garner attention and influence on the political stage OR is it more important that each national origin group focus on its more specific community needs (think about the different needs, say, between Cuban Americans speaking on behalf of other Cuban immigrants seeking legal residence and citizenship status in the U.S. [perhaps via political asylum as refugees] versus Puerto Rican Americans who already have U.S. citizenship petitioning for U.S. government help with relief funds as in the aftermath of Hurricane Maria in 2017)? As another option, would it better to just drop these considerations all together and have everyone simply refer to themselves as "Americans"?
