Problem: France is facing a growing energy crisis. Other states, like Germany, has signaled the desire to shutdown their nuclear reactors and move away from nuclear energy. As the crisis between Russia and Ukraine persists, however, France has decided that by winter they will restart their reactors. How can France (and other European states) reconcile their desire to protect the environment and their people and the needs of foreign policy? Does environmental policy and foreign policy often find themselves at odds? Is it a good idea to be so reliant upon nuclear energy?
