Q: Hiller Systems was performing a safety inspection after two men were killed at killed at their plant. A federal agency, the Occupational Safety & Health Administration, (OSHA) after sending Hiller a notice that they would do an inspection, appeared to investigate the deaths at the plant. Hiller refused to allow OSHA to enter the plant or to investigate in any way.
1) What is the purpose of a federal agency?
2) Did OSHA have the right to investigate?
3) If it did, what could OSHA do about Hiller's refusal to allow them to investigate?
