Integrity of the hiring process


In a hiring process at the company 6 managers were appointed by taking in consideration the diversity of pool of applicants drawn from the community which had at least 80% minority populations. At end of hiring procedure no minority manager was appointed from pool of 30 applicants which proportionately represented the population of community. Do you have enough justification to question the integrity of the hiring process given that at least 80% of the population in that community is minority?
