What information, how and when reaches to voters to proposal, is also a detrimental factor in policy process. The degree to which information is complete or incomplete, i.e., the information because very significant in policy decision-making. Further, if we assume that the informational environment is constant, it does not imply that information itself is constant or at least stagnant. For the same information, in policy process the political consensus or equilibrium may be quite different.
