In a large organization, the goals and objectives of each business unit may give those units more of a small organization flavor, and they might want to avoid all extra costs possible. Does this present an argument that Business Impact Analysis (BIA)/Business Continuity Plan (BCP)/Disaster Recovery (DR) should be done at the highest level and that the costs should be allocated? Or should BIA/BCP/DR be more focused on, and done by, individual business units? Why or why not?
