Importance of being a strengths-based profession

Problem: In the book of "Policy-Based profession" Social workers try to balance and keep in tension values from the NASW Code of Ethics, such as the importance of being a strengths-based profession focusing on self-determination, self-advocacy and empowerment, while also acknowledging that people can be victims of oppression, marginalization and injustice in a variety of ways. What does this mean for how social workers should think about policy when it comes to upholding individual freedoms and autonomy versus government policy and intervention? What balance should there be and why?
