Synthesize and use comparative analysis to answer the following.

Several legislation and public policies do not provide the outcomes and outputs expected to develop a vibrant and pro-growth private sector that incentivise foreign and domestic investors to invest for employment creation to benefit from manufacturing and export of value-added products and services. Namibia's credit rating by credit agencies, e.g., Moody's, is junk status. Our unemployment rate is more than 40% of the economic active population. Education standards have deteriorated to such an extent that at the end of 2023, more than 70% of Grade 11 learners could not proceed to Grade 12 or qualify for any tertiary institution. Based on the Afro-barometer Survey Report released in July/August 2024, close to 50% respondents indicated that they do not have trust in Offices/Ministries/Agencies. Government is increasingly creating legislation that is concentrating more power in ministers and the executive.

Government is increasing bureaucracy and regulations that force the private sector and Small Medium Enterprises to comply with non-profit regulations that is contributing to increasing prices to customers, with the biggest impact on the poorest of the poor amidst an economic recovery that is premature. Entrepreneurs are finding it increasingly challenging to commence new businesses in such an overregulated business environment with increasing government penalties.

What are some different  strategies that will address the policy gaps in the legislation and policies to change the current legislation, policy and reality towards the scenario of a pro-growth, vibrant private sector with only 3% unemployment in Namibia, a deregulated policy environment with investment and tax incentives for investors where learners will  receive top quality education that will enable all employers to employ people only based on merit and competencies and not based on race, connections and politics.
