Problem: Identity theft is a fast growing global problem with new threat actors joining the everyday. Although identity theft is growing, it is not a new problem, what is new is the "how" of identity theft.  Identity theft is nothing more than assuming the identity of someone other than you. During the 1960's Frank Abagnale had one of the most successful stretches of "stealing" identities, he has claimed to have assumed no less than eight different identities. (Yes, his identities were all made up and not stolen from an actual person) The FTCs Red Flags Rules were created as part of the Fair and Accurate Credit Transaction Act of 2003 in order to help fight identity theft.  Based on the current situation, do you believe that these rules are effective?  Are they providing the type of protection that is needed?  Could they be improved? If so, how?
