Identify the types of learning outcomes represented by each competency gap revealed in the TNA. Discuss at least four specific training methods which, when used in combination, would deliver optimal training outcomes to address all gaps, taking into consideration COVID restrictions and the Department's career progression and professional development plans for Advisers in WHS. Discuss the relevance to Kirkpatrick and gagnes learning theories.

A training needs analysis for WHS Advisers revealed competency gaps in the following areas:

a) Delivering advice with persuasion and influence
b) Negotiating for strategically optimal outcomes
c) Communicating complex issues to a variety of stakeholders
d) IT skills (e.g. many Advisers seem unfamiliar with ways they can utilise the Department's new information sharing platform)
